Few known to exist, in used condition. 

Embossed legend..without comma after GOV'T (yet to be reported)...TRAVANCORE GOV'T ANCHAL.  32.5mm / 1.75mm.. Knife.. K 3.

from Quilon Piravaga (Thi-25) to Quilon.....  uncatalogued by Deschl (thin laid buff paper) ...and only two reported so far, in used condition.

Travancore ...3 Chuckram envelope...stamp printed on inverted thin laid pellure cream type paper, with embossing "NUZARALLY & CUMROODINS" STATIONERS BOMBAY.

139×80mm..almost silimar to K4.

Unrecorded in Deschyl & P G Wells, but recorded in H& G (Envelopes 3b).

Rare.

 Postal markings are found franked to letters, cards and other registered articles, done by the office of delivery,  when the addressee refused to accept.

The size of the rectangle and the font of the lettering are often found to be varied...making this an interesting subject for study.
